Borough President Brad Hoylman-Sigal Opens Manhattan Immigrant Welcome Center

NEW YORK, NY – Today, Manhattan Borough President Brad Hoylman-Sigal opened the Manhattan Immigrant Welcome Center, housed in the Northern Manhattan Office of the Office of the Manhattan Borough President in Harlem.

Formed in response to the Trump administration’s continued targeting of immigrant New Yorkers in partnership with New York Legal Assistance Group (NYLAG), NYC Cares, and Cabrini Immigrant Services, the Immigrant Welcome Center will provide New Yorkers with critical access to caseworkers, legal assistance, and community resources.

Manhattan Borough President Brad Hoylman-Sigal said: “The Trump administration’s targeting of immigrant New Yorkers is an attack on everything Manhattan has stood for since its inception: opportunity, freedom, and a fair shot for anyone willing to work for it. That’s why we’re opening the Manhattan Immigrant Welcome Center, a one-stop resource where immigrants and their families can get legal assistance, enroll in SNAP, and find a path to healthcare. I’m extremely grateful to our nonprofit partners including NYLAG, NYC Care, and Cabrini Immigrant Services, along with the New York Immigration Coalition for their partnership in helping to serve New Yorkers in need.”

Congressman Adriano Espaillat (NY-13) said: “I’m proud to stand with Manhattan Borough President Brad Hoylman-Sigal, providers, and advocates for today’s opening of the Immigrant Welcome Center, where individuals and families can access legal assistance, housing support and other essential services. Together, we are committed to welcoming immigrants and ensuring they have the support and opportunities they need in order to thrive in our city.”

State Senator Cordell Cleare said: “Thank You to Borough President Hoylman-Sigal for always finding proactive solutions, especially in moments of crisis and trial. An Immigrant Welcome Center is not only smart policy, it demonstrates our commitment to humanity, equity and foundational principles.”

Assemblymember Jordan Wright said: “Opening the Manhattan Immigrant Welcome Center is a powerful investment in the dignity, safety, and future of immigrant New Yorkers. I commend Borough President Brad Hoylman-Sigal and partners NYLAG, NYC Care, and Cabrini Immigrant Services for connecting our communities with essential legal, social, and healthcare resources when they need them most.”

Assemblymember Manny De Los Santos said: “As the child of immigrants, I know firsthand how difficult it can be for families to navigate unfamiliar systems and find the help they need. Our immigrant families deserve a trusted place in their own community where they can ask questions, access services, and know that someone is there to help. This new Immigrant Welcome Center will be that place, and I’m proud to see this vital resource open its doors in Northern Manhattan.”

Assemblymember Al Taylor said: “Immigrant New Yorkers are an essential part of the strength and character of our communities, and they deserve access to trusted resources, services, and support. The Manhattan Immigrant Welcome Center will help ensure that our neighbors have a place to turn for assistance with dignity and respect. I commend Borough President Hoylman-Sigal and the community partners who made this important resource possible.”

Council Majority Leader Shaun Abreu said: “In the face of Donald Trump’s lawless targeting of immigrants, Upper Manhattan has seen neighbors from across the community come together hand-in-hand to protect the rights of those most vulnerable. Our Borough President, Brad Hoylman-Sigal has been a leading advocate, and with the Immigrant Welcome Center, his office will provide families with a life-changing resource where they can go for legal assistance, community resources, and more. Thanks to him and every neighbor who continues to step up, we continue to strengthen our community’s safety and resilience.”

New York City Mayor’s Office of Immigrant Affairs Commissioner Faiza N. Ali said: Across our city, immigrant communities are facing growing uncertainty from increased immigration enforcement and changes to immigration protections and pathways. Especially during this challenging moment, it is critical that immigrant New Yorkers know where to turn for trusted information, resources and legal support. The opening of the new Manhattan Immigrant Welcome Center, and this vital partnership with community-based providers, will provide another avenue for immigrant New Yorkers to access the help they need.”

Democratic Congressional Nominee Darializa Avila Chevalier (NY-13) said: “Across this country, our immigrant neighbors are being abducted and even killed by ICE. Right now our neighbors are scared, and they have good reason to be. That’s why a place like this matters. When the federal government chooses fear and violence, we choose community. Here, people can walk in and get a lawyer, find help with housing or healthcare, and talk to someone who speaks their language and knows the system. A welcome center like this sends a clear message: immigrants belong here, you have rights here, and you will not face this alone. Your community will fight like hell to keep you safe.”

Lisa Rivera, CEO & President of New York Legal Assistance Group said: “Because of the work of Manhattan Borough President Hoylman-Sigal and his team, the Immigrant Welcome Center will be a beacon of hope for our immigrant neighbors in a tangible way from getting know your rights materials, community resources, legal services, to constituent care. By opening the Center’s doors and by NYLAG bringing our Mobile Legal Help Clinic van every month, we can empower our community with trusted information, resources, and access to justice. We are proud to forge this vital partnership and ultimately make legal services accessible whether someone arrived yesterday or over a decade ago.”

Jonathan Jiménez, MD, MPH, Executive Director of NYC Care, NYC Health+Hospitals said: “As one of NYC Health + Hospitals’ flagship programs, NYC Care embodies our health system’s core mission: to provide care for all New Yorkers – no exception. That same care is evident here in the Manhattan Immigrant Welcome Center, which is why we are proud to be an inaugural partner. Through this partnership, Welcome Center staff will be able to help eligible New Yorkers enroll for free in NYC Care, NYC Health + Hospitals’ health care access program providing free to low-cost health care to NYC residents without health insurance, regardless of their immigration status or ability to pay. We are honored to support Borough President Hoylman-Sigal’s vision to ensure this is a space where our immigrant neighbors can feel at home in New York City.”

Javier Ramirez-Baron, Director, Cabrini Immigrant Services of NYC said: “Today, as our immigrant neighbors face fear, cruelty, and hostility at the federal level, our mission of welcoming and protecting is more urgent than ever. When families are targeted, and our communities are made to feel unwelcome, we must stand united, work together, and coordinate our efforts to protect them. Mother Cabrini once said that ‘Today, love must not be hidden… it must be living, active, and true in action.’ That is exactly why we are honored to partner with the Manhattan Borough President, NYLAG, and NYC Care. Together, side by side, we are putting our love for immigrants into true action by providing a safe place where families can find concrete support, practical answers, and the undeniable dignity they deserve.”
