New York State Homes and Community Renewal (HCR) Commissioner RuthAnne Visnauskas today announced the start of construction on Lansing Fields, a 12-unit affordable homeownership development in the city of Troy, Rensselaer County. The $5.7 million project, located in Troy’s Lansingburgh neighborhood, will create a dozen new single-family townhomes. Under Governor Kathy Hochul’s leadership, HCR has created or preserved more than 7,300 affordable homes in the Capital Region, including 550 affordable homeownership opportunities. Lansing Fields continues this effort and supports Governor Hochul’s $25 billion five-year Housing Plan, which is on track to create or preserve 100,000 affordable homes statewide.   

“Lansing Fields is a blueprint for what is possible when government and the private sector collaborate to create homeownership opportunities for a new generation,” Commissioner Visnauskas said. “Thanks to the tireless efforts of our historically pro-housing Governor, twelve families will get their well-deserved shot at the American dream. We are grateful to our development partners for their dedication to this project and for bringing affordable and energy-efficient homes to the city of Troy.” 

Developed by Redburn Development Partners, the newly constructed rowhouse-style homes at Lansing Fields will be affordable to homebuyers earning up to 80 percent of the Area Median Income. Troy Rehabilitation and Improvement Program will assist with marketing and outreach and provide homeownership counseling. 

Each of the 12 townhomes will have three bedrooms, 2.5 bathrooms, and a backyard. The development will incorporate high-efficiency heat pumps and energy recovery ventilation systems. Each home will also include energy-efficient appliances and infrastructure to support future rooftop solar installation, helping reduce long-term energy costs for residents. 

The project is located on a vacant site that was previously a football field associated with the former Catholic Central High School. The school building was recently redeveloped into market-rate apartments by Redburn. Homes are expected to be sold for approximately $260,000. The Lansingburgh neighborhood offers easy access to schools, transit, public parks, retail, and employment centers across the Capital Region, making it an attractive location for first-time homebuyers. 

Financing for Lansing Fields includes a mix of public and private sources, including $2.6 million from HCR’s Affordable Homeownership Opportunity Program, which provides financing to housing developers to create affordable single-family houses, condos, and co-ops. Additional financing includes $2.2 million from the Community Preservation Corporation. 

The Affordable Homeownership Opportunity Program is one of HCR’s many efforts to advance affordable homeownership, including MOVE-IN NY, Affordable Home Ownership Development Program, Block by Block, and the State of New York Mortgage Agency’s suite of homebuyer mortgage programs.

Governor Hochul’s Housing Agenda  

Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and livable for all New Yorkers. Since FY23, the Governor has worked to increase housing supply to make housing more affordable by launching a $25 billion five-year comprehensive Housing Plan, enacted the most significant housing deal in decades and implemented new protections for renters and homeowners. Under Governor Hochul’s leadership, HCR has created new programs that jumpstart development of affordable and mixed-income homes for both renters and homebuyers. These include the Pro-Housing Community Program, which allows certified localities exclusive access to up to $750 million in discretionary State funding. There are currently 450 certified Pro-Housing communities throughout the state, including the city of Troy, and more in progress.  

Governor Hochul’s “Let Them Build” agenda will speed up housing and infrastructure development while lowering costs through a series of landmark reforms. Common-sense changes to New York’s Environmental Quality Review Act (SEQRA) in the FY 2027 Enacted Budget as well as executive actions will expedite critical categories of projects that have been consistently found to not have significant environmental impacts, but for too long have been caught up in red tape and subject to lengthy delays.  

The enacted FY27 Budget completes the Governor’s current five-year Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations plus the electrification of an additional 50,000 homes. Close to 86,000 affordable homes have been created or preserved to date. The Budget also invests $250 million in capital funding to accelerate the construction of thousands of new affordable homes. The enacted FY27 budget also further reinforces critical protections for tenants and homeowners.
